The Portugal Government Scholarship 2025–2026 program offers fully funded support for international students pursuing Bachelor’s, Master’s, or CTESP (Higher Professional Technical Courses) at both Portuguese public and private higher education institutions.Eligible applicants must meet academic standards and income requirements—specifically, household income should not exceed €11,049.89 annually and total movable assets under €115,303.20.

What’s the Opportunity?

The objective of this scholarship, which is entirely funded by the government, is to provide financial assistance to marginalized students who are pursuing bachelor’s, master’s, or Higher Professional Technical Courses (CTESP) at both public and private Portuguese higher education institutions. Scholarships are intended to alleviate tuition, living, and education-related expenses, and they are awarded for the entire academic year. Payment is made in ten monthly installments.

International applicants are encouraged to submit their applications separately through the FCT (Foundation for Science and Technology) Scholarships for PhD-level studies.

Who Can Apply?

  • Students (national and foreign) enrolled in Portuguese public or private universities
  • Must be studying at least 30 ECTS credits
  • Should not already hold a degree equivalent or higher than the one they’re applying for
  • Must meet income thresholds:
    • Annual household income under €11,049.89
    • Movable assets below €115,303.20

Special allowances may be available to working students and those with temporary income. Refugees from Syria, Afghanistan, and students under temporary protection from Ukraine are eligible to receive a maximum grant of €5,981.73, regardless of whether they meet the minimum income limit.

Application Timeline:

Scholarship applications for the 2025–2026 academic year from the Portugal Government Higher Education Scholarship must be submitted between June 25 and September 30, 2025. A pupil who registers after September 30 has a maximum of 20 working days from the date of registration to submit an application. The application must be submitted within 20 working days of receiving confirmation of the internship’s commencement for individuals who are commencing a professional internship.

Furthermore, students may continue to submit applications during the academic year, which spans from October 1, 2025, to May 31, 2026. However, the scholarship amount will be adjusted proportionally in accordance with the remaining months of the academic year. Students who are finishing their bachelor’s degree this year and pursuing a master’s degree the following year must also submit an application within the June 25 to September 30 window or within 20 working days of late registration.

    Household annual income must be below €11,049.89, and movable assets must be under €115,303.20; working students have a raised threshold of €12,569.89
    Refugees from Syria, Afghanistan, or those under temporary protection from Ukraine may still receive the maximum grant (€5,981.73) even if they don’t meet income thresholds
